After the ios 17.3 update the network no longer works

After the ios 17.3 update my 12 Pro max, the network no longer works, the Card sees it but it is off and it is not possible to turn it on.

I tried everything:

1. Resetting the phone,

2. Resetting the network setting,

3. I went back to the previous version IOS 17.2,

4. I tried to add more sim cards,

5. The SOS 112 service also does not work. I tried everything but without results☹️
