Iphone water damage

My iPhone went into water for 2-3 seconds i ejected the water from shortcut however it was not taking charging and was showing water presence in lightning cable so i dried the water from hair drier and in some time charging had taken however there is small black spot appeared near to charging point.

Is this a water damage and can be repaired? if yes then approx. how much it costs in in India?
