Wondering what happens when you try ... eg: there may be an error message that points toward a solution
You need to be connected to wi-fi for iMessages or / and a cellular data plan for texts.
Check wi-fi is turned on ...
You may want to check you are signed in (to your iPhone) with your correct Apple ID:
Sign in with your Apple ID - Apple Support
You can check whether there is a software update you may need to install:
ie: Check in Settings > General > Software update
If you install an update ... check again if Messages is now working ok.
Else: If Messages has been working ok, and has just stopped working:
Try restarting your iPhone, ie: will re-establish the connection, may delete temporary files, and update recent changes ... may restore order.
First: Go to Settings > Messages and turn off iMessage.
Then Restart your iPhone: How to: Restart your iPhone - Apple Support
Turn Messages back on .... check if it is working now.
If you still need help:
See what to do: If you can’t turn on or sign in to iMessage or FaceTime on your iPhone - Apple Support for tips.

More trouble-shooting if needed: What to do: If an app on your iPhone or iPad stops responding, closes unexpectedly, or won’t open - Apple Support
Hope something here will work for you :-)
