Adding a new payment method.

When attempting to add a new Visa payment method, I get the following notification...

What's odd is that it's simply a card that I've used for 2-3yrs, but the bank sent a new one to me a few months back with an updated expiration date and new security code on the back of the card (same card number). I initially tried to "Update" the info.....but with the response I got, I decided to delete that payment and add the new card back in as a new pmt method. That offered no result either, so now I have a new Visa card that I cannot add, yet I use it daily in Apple Wallet and for online and local payments. Puzzled. Has Apple blacklisted my card? I can add other cards, but not my new card 2-3 months after receiving it.

Any idea how I can get Apple to release this card for the possible blacklisting? Their customer service folks have no concrete answers, just assumptions. My bank says the card is fine and has no declined activity.🤷🏻‍♂️
