Well I put a visa on there for a while for js a card number but now I don’t need it and I can use my Apple balance which it won’t let me use so it says I have a subscription on it but my only active subscription is my Apple Music which normally my Apple balance pays for it

So you do indeed have an active subscription and that requires the presence of a payment method even if it is never actually used.

Also note: "If you change your address, the credit or debit card information that you use with your Apple ID might be automatically updated by your financial institution, and you don't need to take action. But if there's an issue [such as you having a subscription or being a Family Sharing Organizer], add a new card first, then remove the old card."
