Inactive Apple ID

My mom made a new Apple ID for a iPhone 11 I bought her it signed her out of her account and is new saying Apple ID inactive even though it’s a new account. It won’t even let us sign into iTunes on her laptop it just keeps saying Apple ID is not active. How do we fix that.
