I owe apple for a in game purchase that was never taken from my account that was suppose to be cancelled. Now, it won’t let me download any free apps? Is this real life? The app is free and i need it to access my bank stuff. In a way it’s almost like the twilight zone. Anybody have advice? No i’m not gonna pay for a mistake not of my doing. Serious answers please.

Sorry, but if there are unpaid bills, you can't download apps. But you could add money to your Apple ID balance by using Gift Cards:

Maybe you should contact the official Apple Support and ask them to look into this issue.

Creating a new Apple ID account will not help, since all Apple Services and downloaded purchases are tied to the Apple ID that has been used download or to pay for them.
You can not merge two different Apple ID accounts.
