Can I make Mac Menu Bar work like Windows does and be at the top of each window?

Moving from Windows to MAC, I find the vast distance between my window position on a big screen (say bottom right) and the menu bar (top left) makes the positioning of the Menu bar to be not very useful. There is too much real estate to traverse to use a menu bar item.


Is there a way that would stick my menu bar to the window it pertains to (same way as Windows does)?

The " Dock " can be hidden, auto hidden to return to visable with mouse over, place at bottom, placed on Left or Right


But to Menu Bar of the Operating System is Locked at the Top and can not be moved


You can Hide the Menu Bar as per second image below
