Even though device supervised can't login with Managed AppleID

We are using Apple Business Manager and have it connected to Intune. The devices are enrolled and seemingly Supervised, but login with the Managed AppleIDs is blocked when I set Access Management (in ABM) to only allow login on Supervised or Managed Devices. I have to set it to allow login with Managed Apple ID on all devices for it to work.


Anyone know a solution to this problem or have experienced it themselves?
