How to publish an app to the App Store?

It's not hard to enroll at all and there is no waiting list or qualification process that you need to go through. It does require a $99(US) yearly subscription to keep your apps in the store. After you develop your app, it will go through a review process before it will be submitted to the App Store.

Not particularly. You will need a major payment card and a few other details.

The review time can vary.

No. Your app will have to meet the app store requirements, and will need to pass app review.

There are those that won’t be allowed, and that for various reasons. This including so-called denied people, embargoed countries and regions, and other considerations. Most developers? Yes. Allowed.

Read the linked enrollment documents, read the app store submission guidelines, lots of other reading to review, too.

Follow the same link as above and follow the "If you are an individual" path.

PS: With no legal entity formed and with no organizational registration, your own name will show associated with the app store app downloads.
