Unfortunately, not all messages about charges are legitimate. Others may have details for your payment method. Or some try to trick you into paying for something you don’t need or want. And/or some might be posing as Apple (or deceptively similar to it). For most of that, you will have to deal with it through your bank or card issuer.
A scam active since about 2014 "spoofs" Apple and other major retailers when scammers gain access to your credit card number. We had charges on a card account from a major department store chain where we had not shopped since long before the Internet existed.
That means that Urquhart's excellent advice to view your purchase history is your first and best action. If the charges do NOT show on your history, Apple cannot fix it. Only your credit card issuer ot financial instituion can make it right.
With our problem, AMEX was able to identify the charges as bogus, clear the debt , and issue Mrs AJ a new card number with 24 hours of our first contact.

The charge description varies a bit, sometimes without the phone number, but it's the same scam.
Check that purchase history!
