Why is it trying to charge me $10.68 for a free app

Every time I tried to download something it say to update my billing information and when I do it charges me $10.68 for something that doesn’t even have a price

You probably still owe money for something you have purchased in the past. Apple will require you pay for it before you can download anything more.
