I need to burn blurry disks on my Mac Book M1 Pro. I need to know if 13.3.1 allows for 3rd party burner/readers to work, and if so, if anybody knows of any that work well on the Mac.

The Blu-ray vendor would need to incorporate and test their firmware and state compatbility with current macOS. Apple does not support Blu-ray technologies natively in the operating system. So, you would need third-party software that supports Blu-ray burning, and a compatible drive.
I have a Pioneer BDR-X13U-S UltraHD Blu-ray player/burner that works in Ventura 13.6.3 (2021 16-inch MB Pro M1 Pro) and with Sonoma 14.3 on my M2 Mac Mini Pro. I do not write Blu-rays, so haven't tested that with the current version of Toast, and I have no player software (on macOS) capable of playing UltraHD Blu-ray disks.

Yes, I use Roxio Toast to burn Blu-Ray discs. If you use the standard edition you also need to get the Toast Blu-Ray plug-in.
