Safari not refreshing after update from 14.2 to 14.3

Last night I updated OS from 14.2 to 14.3 and now having problems with Safari not refreshing pages. I am web developer and when I make a change to our website and do a page refresh in Safari it is not showing the change. I deleted cache for our website then the changes showed but making additional changes again are not showing again. I have been a developer for years and never had this issues, also on my iPhone in Safari changes are shown right away so this is a problem on my MacBook Pro only.

Any suggestions?

My system: 2021 MacBook Pro M1 Pro, current OS 14.3

I am experiencing additional problems with this new OS release, some apps open incompletely, I click on email links to IMDB and our Vimoe page comes up with the last video we just posted. Something is not right with this new 14.3 release.

I am also continue having issues with the pages not refreshing in Safari, every time I make a change on our website I need to go into Settings in Safari and delete cache for our website, otherwise changes will not show on the pages.

Anyone else having problems with this new 14.3 OS release?
