Turn the phone in at the Lost & Found department of the place where you found it. Or at the local police station.
Maybe the owner will search / call such places and be lucky enough to be reunited with their phone.
You will not be able to find the owner. This is for privacy reasons. The owner will be able to track the device to know where it is though.
