cannot turn do not disturb off in iOS 17.2.1

I try to turn off Do Not Disturb, but it stays in the ON position. When I enter Settings } Focus } Do Not Disturb is always ON even though I have no schedules set. Also, when I swipe down from the top right of the Home Screen, the Do Not Disturb Home Screen button is always ON, seconds after I toggle it to off.
