If I have no valid payment method I can't even download free apps?
I currently have no debit or credit cards I just lost my job so it won’t let me download even free apps what’s up with that

You usually need a payment method -
You usually need a functioning payment method for your account. Even to re-download or update apps and for free apps. You can find the acceptable payment methods for your country here;

Perhaps buy and redeem an iTunes/App Store gift card if they are available in your country for your payment method.
