There is no download for any iWork '09 applications. These were discontinued in Fall 2013 and Apple does not provide full installer downloads for them. Same story for more recent Pages, Numbers, or Keynote applications.

If you never installed any of these Pages, Numbers, or Keynote applications since Oct 2013 or later from the Mac App Store, then you cannot get the last compatible application for Mojave from the Mac App Store using your Apple ID. If Apple, or an Apple reseller preloaded Pages, Numbers, or Keynote, you cannot get them now for older operating systems.

Only if you had installed Pages v5 or later from the Mac App Store can you launch the Mac App Store on Mojave and sign in with the same Apple ID. Then press cmd+0 (zero) to open the Purchased panel and see if there is any download or install indication for Pages, Numbers, or Keynote. If so, click that symbol and do not click cancel on any dialog that appears. The last one should offer to install the last compatible version of each application on Mojave.

Otherwise, you will need to use the iCloud versions of these applications on Mojave.

Look into the Free LibreOffice, it handles MS Office files like Word & Excel, & Page Layout, as well as being able to open some iWork files.…

To my knowledge, you could use all the iwork apps from your icloud account, in your browser, if you have an account. Otherwise, the last iwork you could get on CD was 09', which I still use, I think that would work on Mojave. As for downloading an older version from the app store to your desktop, it is sadly not possible I am afraid. I face the same difficulties with older version of garageband....etc
