Apple TV color balance not working

I had to switch TVs for my apple tv, so I was trying to calibrate the colors but it wont work. It gives me the prompt on my iPhone but no matter how I hold it, what lighting I put it in, what apple ID I have signed in, or what phone I use I can't get it to start the process, I am just stuck with the blue rectangle. Does anyone know how to get it working? Thanks!

… no matter how I hold it …

Hold your iPhone with Face ID within the rectangle, with the screens towards each other. Try holding it very close without having it touch the screen. Half an inch or so. Vary a bit until it picks it up. Try holding it still.

The accounts for iCloud services should match for both devices. If possible, have the primary user active, and use your own iPhone if you’re the primary user, not someone else’s.

Assuming you're holding the phone correctly (phone screen to TV screen at about a 1/4 inch), I've found that your TV's picture modes like "Vivid" and "Sports" may fail whereas "Standard" or "Cinema" will pass callibration.

Hint - I washed my hands well and held the phone with my fingertips gripping the phone also lightly touching the TV screen to hold the phone steady through the entire process.
