Photo App

There are two photo apps on my iPad. The one that works with the email attachment icon does NOT seem to have all my photos. It goes back less than a year.

(In appearance, it is like a multi-coloured flower with mutiple, fat petals.)

The other app has ALL my pictures, but doesn’t come up when using the email attachment icon.

(In appearance, it has only four slim petals, each a different colour.)

When I try to delete the first app, it only removes it from my home page; it does not completely delete.

How can I make the second app my choice?

It sounds like this is your first app:

… and this is your second:

If true, your first app is Apple’s Photos app which is included with iPadOS. The second is Google’s app which you acquired from the App Store.

Google’s app would naturally not be chosen as a default.

Google’s Photos app offers cloud storage. This cloud storage has absolutely nothing to do with Apple’s iCloud (or any other Apple) storage.

So undoubtedly you have your photos housed in separate locations. Once you move the Google photos to Apple’s space, you’ll be fine.
