I can’t change the country
I need change the country because I am living in another country and I need pay some things with my card from my new country

To change your region your will first need to:
- Spend any balance on your Apple ID. If you are unable to do so contact Apple. Contact Apple for support and service - Apple Support
- Cancel your subscriptions and wait for them to expire. If you do not want to wait for them to expire, contact Apple at the above link.
