Voicemail doesn't transcribe, goes to carrier??

When I get a voicemail I have to go into my carrier (old school, enter passcode etc) to get my voicemail. When I open voicemail, it says carrier voicemail at the top and my phone only transcribes messages about 1/3 of the time. Been doing this since I purchased in October but recently I haven't been getting notifications about voicemail at all.

it not being a phone feature as much as a carrier feature (which is why it works when your phone is off and the likes

then all our various carriers handles it differently, mine used to have an app but they abandoned that and now they just send me an sms when there is a new voice mail, if I were you then I would contact my carrier and hear what options / suggestions they provide
