Demo Unit log in error

I'm trying to update my demo devices and continue to get this error after my authentication Sorry, the page you are looking for might have been removed, had its name changed or is temporarily unavailable

(this Apple ID is not active) Hello. I have a problem with Apple ID login. After IOS update I am asked to enter the password to Apple ID. Apple ID is not active I am unable to perform password recovery on my apple developer account because I receive the error " Apple ID is not active". I have attempted 4 times in the last 3 weeks to contact apple developer team via email and I have contact apple support by phone 3 times. Apple support is unable to resolve my issue and says that they are separate from apple developer team. I even had the bright idea of going to my local apple store which didn't yield any results as I expected. Does anyone have any other suggestions for resolving this issue ? Is this happening for other people ?

TestFlight- or testing-related devices, or the demo mode that Apple uses?

If these are Apple demo devices, you’ll need to discuss that with Apple internal IT.
