Unfortunately the quality of third party Lithium batteries is extremely poor even when purchased from a reputable vendor such as OWC or iFixIt. These two vendors would be my first choices. Besides just poor quality, many vendors online will actually sell batteries with only a single cell instead of multiple cells, so be careful. I have personally seen this when someone brought their laptop to me.....I felt bad for that person since they got ripped off....the battery was light as a feather.
Even though the Full Charge Capacity (FCC) is at 83% of its original Design Capacity at the time you checked it, I would bet that the FCC value is fluctuating significantly when the system is under load if the FCC values were seen in one minute increments. If there is any significant battery charge level drops (like 10%+), then you would see the FCC value would have dropped significantly as well, but the FCC value could recover just as quickly as well. The higher the system load, the more stress it puts on the old battery & the more likely it will reveal issues & defects. The older & more worn out the battery, the greater the FCC fluctuations which result in the battery charge level drop.
