mac asking for wifi after factory reset?

why is my mac asking for wifi after factory reset?

is that normal, when I first set it up, it didn't ask for wi fi till later in the process, did I fully factory reset or is there something else that needs to be done.

I did the "erase all content and settings" in the settings, anything else need to be done?
