Why am I not able to sign out of my icloud on an old phone

I have an old iphone 11 that I no longer use however am letting my daughter use. I am trying to log out of my account and set it up for her. However the sign out is stating that I cannot log out of the iphone 11 due to restrictions.

This is caused by screen time restrictions. Try and turn off screen time or go to settings>screen time>restrictions and make sure that the switch at allow account changes are set to on
