IF the phone is offline, then the only way for you to find it is the old fashion way you physically look for it.
Aside from the Find My service, nobody on these boards or at Apple can track it. Post notices around where it got lost, and if applicable, contact the Lost & Found department of the facility involved.

If you have any links or details about contact the Lost & Found department of the facility kindly share me.
They would be different for each one. For example, if you lost it on a bus, the bus company may have a department for that, but no two would have the same one.
