I am upgrading to an iphone 14 with an ios setting of 16 which will work with my Libre App. My present phone is an SE but the update to a 17.4 will not work with the app. How do I keep the ios 16 setting on the new phone and still transfer the contents.

iOS 17.4 is not yet available to the public. If you have this version on the SE, it is beta and not fully tested. We cannot discuss beta on this support site.
Note.....you will not be able to transfer data from a phone that is already running iOS 17.x back to a phone using iOS 16. And, if the SE is already running iOS 17.x, you will not be able to downgrade the SE to iOS 16.
