macOS notification sounds are pitched down and stretched

I have a MacBook Pro (M1, 2020, Sonoma 14.3). One Thunderbolt port is connected to a Focusrite Scarlett 2i2 audio interface and the other is connected to a Dell WD19TBS dock. Sometimes all notification sounds are pitched down and stretched to a longer length while the rest of the audio plays normally. I don't know how to reproduce this consistently but whenever it happens I can reconnect both devices to the Thunderbolt ports to fix the issue.

Contact a third-party vendor - Apple Support

Try bypassing the Dell WD19TBS Dock and compare your results...

Try bypassing Focusrite Scarlett 2i2 audio interface and compare your results...

I haven't yet isolated which device causes the issue, although my guess is that it is caused by the dock (since I reproduced the issue with my Focusrite plugged into the dock).

I assumed this was a macOS Sonoma issue since all audio besides notifications plays correctly. It seems less likely that a dock or audio interface would be able to isolate and slow down the notification sounds. Maybe one of the two pieces of hardware are interfacing with macOS incorrectly which is causing this bug...
