Share my location unavailable for a few seconds?

The error in the image below has started occurring on my iPad and iPhone recently after first turning on the device. I can still share locations with friends and family and don’t have any issues - it seems the server connects a few seconds later after pressing okay and then works fine until I restart the device.

I have tried signing out of iCloud, troubleshooting all the settings online & enabling location services etc.

Any ideas? WhatsApp automatic backups have also stopped working recently too.

I get an error that I do not have location on but in settings and Google maps it shows it is on. Where else do I change that?

When I try to send my location to a friend i get the message Share Location Unavailable. When I try to send my location to a friend I get the message Share Location Unavailable, Please try again later. I have been trying to share my location for 3 days and I get the same message each time. I have also tried to share my location via Find My Iphone and that does not work either.
