An “iCloud account” is an Apple ID.

You will acquire the two apps using the Apple ID you wish to use.

You can use various Apple IDs for this, though mixing IDs can get confusing around app updates, as the same Apple ID must be used for updates as was used to acquire the app.

There aren’t specific apps associated with iCloud, though many use features of iCloud including storage.
