iOS 17 wallpaper photo shuffle 1 hour option doesn't work correctly

I have an iPhone 15 Pro with iOS 17.3, but the problem also affects earlier versions of iOS with this feature.

I manually set the photos (at the moment I have 25 selected) to change on the locked screen every hour. When I tap the screen 2 minutes before the full hour to wake it up, the wallpaper changes to a different photo. When I do the same thing a minute later, the wallpaper changes again. After another minute (at the full hour) it changes one more time. Then it remains unchanged for another 58 minutes.

Sometimes, after several such situations, the wallpaper change "locks up" and the same one still remains on the screen, despite the passage of several hours.

I restarted the phone, recently even deleted all data from it and configured it as new - to no avail. I would appreciate any help on this issue.
