I got a new debit card and my original one connect to my Apple Store isn't getting deleted and keeps saying I need to cancel my original plans but I can't

How do I fix this because I'm unable to remove my Debit card number and I can't download any apps and to cancel my subscription I need to download them back. Can anyone help?

I want to redownload apps again.. Apple keeps trying to charge me $7.99 for something I already cancelled. And it won’t let me use that same card to update my payment method as it keeps saying “card already added to payment method”. I’m confused why it says that but won’t use it so I can redownload apps & games again..
