I just got my iPad Air 5 and set up my Apple ID but when I want to sign in with my Apple ID to iMessage and FaceTime I see the error which is “ iMessage activation an error occurred while activation, try again”
and I have been trying for couple days

Also try restarting your device. That cleared up an activation issue we had, and it doesn't hurt to try.

Actually, you can, using WiFi. That article title Limnos gave you is a bit deceptive. You still want to follow each of the steps in that link, make sure you wait the full 24 hours, and if it still is giving the activation error you will contact Apple directly so they can check further on their end.
So basically I don’t have an iPhone so I cannot use the iMessage and FaceTime on my iPad, right?
