The Cellular Providers that you listed are simply those VMNO Operators that are available in your country/region.

Cellular service can be simply activated on-demand from the iPad - using nothing more than a credit card. These MVNO Operators generally provide short term contract-free service, ideal when travelling.

If it makes you any happier, here is the list of MVNO Operators that are visible from my own iPad - and no, I have not yet had need to activate service from any of them.

As noted by others, these Cellular plans are entirely independent from - and have absolutely no connection with - any iPhone that you may (or may not) have.

Thank you that makes it a little easier for me to understand. The reason I was asking about it regarding other phone or other phones numbers is because his iPhone and iPad run off the same Apple ID and wondered if they're linked type thing?

You're very welcome.

An iPad, whether a Cellular model or not, is not capable of directly accessing Cellular Voice or SMS/MMS Messaging features. An iPad with either WiFi or Cellular connectivity alone can only access IP-data services. If you have added a DataSIM or activated the built-in eSIM for Cellular service on a WiFi+Cellular model of iPad, the number associated with the DataSIM/eSIM only identifies the account for billing purposes. This number cannot be used for making calls or sending messages.

When paired with an iPhone, the capabilities of iPad broaden to include access to Cellular Voice and Messaging services of the associated iPhone - relayed to the iPad over WiFi using Apple’s continuity features.

Accounts on a cellular-enabled iPad have nothing to do with iPhones.
