Why does Apple turn wifi and Bt on after updates

I believe Apple has a strange fascination for Wi-Fi and Bluetooth. After every update even though I have it off, the update turns both on after every update. Also, why can I turn Wi-Fi and Bluetooth on by pulling down from the top, but in order to turn it permanently off, I have to go to settings? Why can’t you turn it off in the same manner that you turned it on rather than it just being temporary. This seems odd to me.

When Airplane Mode is activated, any previous action of manually enabling the WiFi will consistently be replicated each time Airplane Mode is switched on. This means that if you've turned on the WiFi after activating Airplane Mode, that specific action will be repeated automatically whenever you toggle Airplane Mode on again. Essentially, the system remembers and reinstates the state of the WiFi that was set before entering Airplane Mode, ensuring that the WiFi behavior remains consistent whenever you use Airplane Mode.


This is true for Bluetooth too.

This was not the case nor does it specifically answer my question … I always have wifi and BT off through settings. I have not used airplane mode in 3 months. I just find it odd that you can’t permanently turn it off by pulling down without it turning back on in 24 hours. Why is that even a thing? Are we incapable, brainless end users that cant turn it on by ourselves? We should be able to permanently turn it off in the same way we turned it on by pulling down from the top without having to go to settings.
