Allow button for security setting disappeared

I am trying to enable duckduckgo browser's bullt-in VPN. There is no response when I click on "Open System Settings". I manually opened "Settings-Privacy & Security" but I couldn't find the "allow" button. Background:I was unable to connect to the internet after rebooting. I delete duckduckgo vpn then it worked. Now I am trying to re-enable the VPN but have this issue right now.

It will only appear for about maybe 15 minutes after the app you launched was blocked by Gatekeeper. However, I gave up going into the System Preferences/Settings to approve apps since there were times the approve button would not be there (and it is inconvenient).

I find it is much easier to Right-Click or Control-click on the app and select "Open" from the pop-up context menu. This should warn you about the app, but allow you to authorize it to launch just as if you had selected "Approve" in the System Preferences/Settings. Once in a while some apps my not give you a notice to approve them even with the Right-click, but performing the Right-click & "Open" a second time will usually allow you to approve the app.

That is only for apps blocked by Gatekeeper. I think this situation is DuckDuckGo trying to install a kernel extension. I think it is a kernel extension because the app actually doesn't open System Settings properly. It may not know about System Settings or System Extensions. Or, it is some other random bug in the app. If anything, System Extensions are really easy to install, but impossible to remove.

Unless you're using a true VPN tunnel, such as between you and your employer's, school's or bank's servers, they provide false security from a privacy standpoint.  Read these articles: Public VPN's are anything but private, Former Malware Distributor Kape Technologies Now Owns a Number of Public VPNs and a Collection of VPN “Review” Websites and Security Risks: The Dangers of Using Free VPNs (eccu.edu).

Just some food for thought.
