Neither can I. The full installer is conspicuously missing from the older downloads list on this page:

How to download and install macOS - Apple Support

A site search for downloads only shows updates, not the base installer.

All you can do at this point is use the "Was this Helpful..." option near the bottom of that page and click, No." That will present a text box where you can tell Apple about the missing OS link. I used that option just this morning.

Which exact model is your Mac? What version of OS X or macOS is it running now?

Currently, Apple does not provide a download link for OS X Mavericks. Are you sure that you really need this version?

One option, that still may work is to use the following command in the Terminal:

  • softwareupdate --fetch-full-installer 10.9.5

It appears to be working for me and it will download the full installer of the most recent updated version of OS X Mavericks into the /Applications folder on your Mac.

AFAIK, it would download the full installer, bringing the Mac up to 10.9.5. Otherwise, the "--fetch-full-installer" would be a bit of a misnomer, right? I started to run the command on my M2 Pro Mac mini, and let it get about 10% complete (I still have only a DSL connection, so my download speeds are not stellar) before aborting it as I didn't actually want the installer. When I get a chance, I'll give it a try on one of my older Intel Macs to see what I actually get.

In the mean time, I suggest we let the OP give it a try and let us know.
