How to activate an inactive Apple ID?

I have an apple id but everytime I try to enter my Apple ID it says "This Apple ID is not active". I tried to reset the password, doesn't work. Still says Apple id is not active. I have an access to my gmail account. But unfortunately, access to icloud I do not have. What should I do? Please help me. I can't message Apple support chat, because they have disabled it.
