How to get your account undisable
When entering new payment card, it tells me the ITunes and Apple Store has the accounts disable

Per Apple: If you see a message that says your account has been disabled in the App Store and iTunes Store, contact Apple Support for help. Nothing you can do will clear that too, other than a discussion with Apple.
