I bought 2 iPad from the thrift store knowing it was both locked. I did the recovery mode but now it is asking for the original owner's email and password which I don't have.

This is an anti theft measure. Because they iPad is account locked, it is tied to the AppleID that it was paired with. That being said, there is nothing that you are going to be able to do to get past this. This is in place for a reason, and if you were able to get past it then it wouldn’t be a very useful feature. Your only option at this point is to either used the iPad as a fancy paperweight, or to see if you can get your money back from the second hand shop, however, seeing how you knew it was locked, they may not take it back. You could also take it to a recycle center and have it properly recycled.

Sorry but you will never be able to use the device. Return them if you can. Activation Lock is the theft deterrent mechanism that will prevent a device from being used if it gets stolen unless the original owner unlocks it. There is no other way to bypass this.
If the iPad disabled or Activation Locked, unless you can independently obtain assistance from the previous owner, the iPad is (and will remain) useless to you. If you are able to contact the original owner, they will require this information:

As you will discover, unless you are the owner of the AppleID that was last used to activate the device, you’ll not be able to defeat or bypass the Activation Lock. With documentary evidence that you are the original owner (such as the original sales receipt showing the serial number), Apple may be prepared to assist - otherwise they and nobody here will be able to help you.

Go back to the store and ask them to contact the previous owners or give you a refund. It's an anti-theft measure.
