I am currently in UAE, Despite multiple attempts, I have not been able to receive the verification code necessary to complete the registration process for WhatsApp on my device. I have followed the standard procedure of entering my phone number, but unfortunately, the verification code has not been delivered to my phone via SMS or call.

If you do not have UAE SIM then you need to have international roaming for SMS.
You need to have an SMS/MMS plan enabled by your carrier for the SIM/eSIM that you use on your device. Apple Inc does not provide SMS/MMS services.
