Sonoma - Location Services - Cell Network Search - cannot turn it off, and why is it on a MBPro MacOS?

I recently upgraded a 2020 MBPro from (old stuff) to Sonoma, then again to Sonoma 14.3.1.

I happened to peek in at Security & Privacy -> Location Services, to my surprise there is a slider for "Cell Network Search" and it is turned on and can't be shut off.


Not seeing why such a setting would be there, I tried turning it off, and I could not even after the prompt for sysadmin password. I am able to turn off the global "Location Services" slider, and on again, but while LS is off the "Cell Network Search" is faded but still "light green" i.e. will turn on when location services are re-enabled.


1) Why in blazes does a 2020 MBPro (with no cell access) have a menu option for cell network search?

2) How do I turn "Cell Network Search" off, permanently? I don't want it enabled.


I see a lot of queries in community about turning Location Services on (or off), but when I search for "Cell Network Search" under Sonoma, nothing is found on the topic, I only see this option on iOS. Why is an iOS-related service appearing in a laptop computer?
