Voice Memos on Apple Watch and iPhone not syncing with each other

If I create a voice memo on my Apple Watch it does not get synced to my iPhone and vice versa.

The only thing I can think of is perhaps my iPhone, which is a company phone is not allowing these memos to be synced as part of data leakage protection, but is there anything else I can check?
