The rest of your post is just filling space without providing any useful information. 2. will not solve it, and 3. will not solve it; Apple ONLY unlocks Activation Lock on a phone for the original purchaser who bought it NEW from either Apple or an Apple authorized reseller, who can prove with a receipt and ID that they are the original purchaser.

This is entirely wrong. If the iPad is still logged into the previous owner's Apple ID, factory resetting it isn't an option. Please actually read and check the answers you're getting from the generative AI before posting them.
