The Reseller Flex policy allows retailers to receive devices in an unlocked state.

If nothing appears, Target never reported the sale to Apple. You'll have to work with Target Customer Support to get the phone registered.

I don’t know if this is what you are asking, but an iPhone with a US Reseller Flex Policy can only be activated in the USA. Once activated it will become locked to the carrier it was activated with. After it is activated the owner can request that the carrier unlock it, but the carrier does not have to.
