I created iPhone automation but it doesn’t show up on iPad with same Apple ID. How to have automation common to all devices of same Apple ID? This helps when other device is not nearby.

Automations are specific to the device they were created on. They are not synced to other devices.
Duplication of the actions within an automation can be avoided by putting them in a shortcut (which will be synced) and using just a single Run Shortcut action in the automation.
