iPhone 11; the phone rings for a couple of times, then ring tone really quiet
I have gone into settings and checked ring tone on full and the button on the side of the phone. When I pick it up it goes quiet.

The iPhone is designed to lower the ring volume as soon as it recognizes that you are responding to it.
If you don't want that, go to Settings > Face ID & Passcode and turn Attention Aware Features off.
