If I clean up storage on my phone a delete photos will it delete in the cloud or will it save it?

If you have iCloud Photo Library enabled and “Optimize iPhone Storage” turned on, deleting photos from your phone will remove them locally but keep them in iCloud. However, if you have “Download and Keep Originals” selected, deleting photos from your phone will also delete them from iCloud.

Sorry, but this is not correct. If you have Optimize iPhone Storage on for photos, all it means is the full size photo is held in iCloud and and a smaller, more space saving version is stored on your iPhone. But with iCloud photo turned on, no matter whether you have Optimized storage for photos enabled, when you delete a photo on your iPhone the photo is deleted everywhere you you are signed into the same Apple ID including iCloud. And you will be shown a notification that deleting the photo will delete it everywhere.
