Are all devices signed-in to iCloud with the same AppleID? For iPad/iPhone:
Settings > [Your Name / AppleID]
Assuming that all devices are sighed-in with the same AppleID, ensure that you have enabled the Apps and Apple services that you wish to synchronise via iCloud:
Settings > [Your Name / AppleID] > iCloud - enable Apps and services as required
Sign in to iCloud on all your devices - Apple Support
